Proposal Purpose: To generate a structure that outlines a financial incentive model coupled with a semi-governance model.
A DAO without an incentive mechanism will remain static, though a DAO without hierarchy will fail regardless of the incentive mechanism. We must enable, support, and create fluid continuity and transition of roles/ideas/purpose. There must be a separation of who receives our revenue and who spends our revenue and establishing a Treasury committee provides an immediate and pragmatic solution. As such, creating a Project Committee allows for a separate committee to receive funding to give to individuals who want to either create a crypto-education based event, a revenue generating event, or for something else the Project Committee deems appropriate. The role of the Project Committee is to accept and vote on proposals and to maintain communication with the member to ensure completion of that project on a timely and financially efficient basis. Following on this, there should be a third committee, for now referred to as the Community Committee. The purpose of this committee is to be the catch-all for all items that are not addressed by current systems or by the new ones mentioned above. The Community Committee may be used in social situations amongst members, or for strategic purposes in finding an office, however, as ambiguous as the purpose of the Community Committee sounds, that is the sole reason why it is needed. There are going to be issues/scenarios/etc. that require immediate attention and a third committee should address them and provide solutions.
Treasury Committee:
- Pillars: Focused on first funding the crypto-education of our neighbors and the crypto-efficiency of our local businesses.
- Purpose: Receive all DAO revenue and create all financial budgets for the entire DAO.
- Scope: Maintains all financial accounts, balance sheets, and provides timely financial support.
- Committee Membership: Made up of 5 members who are each serving 12-month roles voted on by the members, and all roles will be staggered so they each expire separately each month.
- Salary: Receives 5% of DAO revenue and is split equally among the 5 members.
- Voting Quorum Within Committee: 4 out 5 will pass a vote, though LLC leadership can veto which causes a revote within committee.
Project Committee:
- Pillars: To emphasize the selection of projects that support, educate, and motivate our neighbors, our peers, and our members.
- Purpose: To review all project proposal submissions and to critique, enhance, and to vote on all proposals.
- Scope: Once a project is approved by the committee, they will distribute the initial funding for the project, receive a weekly update from that project (likely at the Monday Discord meeting), and to provide sufficient feedback and support to continually increase the success of the project.
- Committee Membership: Made up of 6 members who are each serving 12-month roles voted on by the members, and all roles will be staggered so they each expire separately each month.
- Salary: Receives 10% of DAO revenue and is split equally among the 6 members.
- Voting Quorum Within Committee: 4 out 6 will pass a vote, though LLC leadership can veto which causes a revote within committee.
Community Committee:
- Pillars: To establish and maintain the highest social and professional standards within the DAO both internally and externally.
- Purpose: To be a catchall for all items of the DAO related that do not fall under authority elsewhere within the DAO. As well, to hold accountable individual members or even the DAO as a whole against the highest standards we should be striving for. Also, this committee receives all of the nominations for future roles and is responsible for putting the vote on snapshot and enforcing its results.
- Scope: To creatively establish and maintain purpose, order, and structure within the DAO internally and externally. For example, if a member complains about Weaver, then they would complain to this committee which would vote on how to deal with that ass and punishment could be anything from removing him from discord to purchasing back or blacklisting his member nft.
- Committee Membership: Made up of 3 members who are each serving 12-month roles voted on by the members, and all roles will be staggered so they each expire separately each month.
- Salary: Receives 5% of DAO revenue and is split equally among the 3 members.
- Voting Quorum Within Committee: 2 out 3 will pass a vote, though LLC leadership can veto which causes a revote within committee.
I believe for efficiency, several of the members for the first round of each committee should already be selected while the remaining seats are up for vote, so if you are interested in serving in one of the roles below, then respond here in the conversation so there can be a public tally.
